  • Getting Tenders Under AGPO Program For Youth, Women and People With Disability

    Based on the statitisc’s from the Public Procurement Information Portal (PPIP), in the financial year 2020-2021, out of 4770 contracts that were awarded, none of them was on the AGPO program.

    This begs the question; do tenders allocated to youth, women and people with disabilities really exist?

    In the year 2013, His Excellency the President of the Republic of Kenya Hon. Uhuru Kenyatta launched the AGPO program (Access to Government Procurement Opportunities). The AGPO program’s main mission was to give youth, women, and people with disabilities access to government procurement opportunities.

    It’s now 9 years down the line since the program was launched and no data to indicate that some tenders have been awarded to this group has been recorded by the PPIP.

    What does this mean? Lets dive in further and find out.

    A quick visit to the AGPO online portal shows the latest tenders to this group was published in the year 2018-2019. This thus indicates that either, the program stopped being implemented or there no latest tender for this group.

    However, there are two things that you can do on the AGPO site as we speak.

    The first one is to apply for a certificate, popularly known as AGPO Certificate by clicking on the sign-up button. The registration process requires that you submit all the mandatory documents to qualify for tenders under this program.

    National Identity Card or Kenyan Passport 

    You are required to attach a copy of your Kenyan National ID issued by the government of Kenya. Alternatively, you can submit your Kenyan passport. To learn more on how to acquire nation ID, click here.

    Business Registration Certificate or Certificate of Incorporation

    Secondly, attach a copy of the Business registration certificate for sole proprietorship enterprises. For limited companies, submit a Certificate of incorporation. You can register a business or company on the BRS Portal.

    CR12 for Limited Company From Registrar of of Companies

    Thirdly, attach CR12; a document that shows the directors of the company as well your company location address. This is system generated document. You can obtain this document on Business Registration Service (BRS) portal.

    Partnership Deed for Partnership Business

    This requirement only applies to businesses registered by more than one person. A partnership deed is a copy of the deed you submitted to the registrar of companies on registration. It is a legally binding document of all members (partners) in a business.

    Tax compliance certificate

    This is a document that you attach showing that your business or company is Tax compliant. It is a system generated document from Kenya Revenue Authority (KRA) ITAX portal.

    National Construction Authority Letter – Certificate for Construction Category

    This is a certificate issued by the National Construction Authority (NCA). The certificate acquisition fee starts from Ksh. 5000 to 100,000 depending on the category. There are other additional requirements to this that you can see on the site while making your application.

    Once you have completed your application, wait for AGPO approval. The AGPO certificate will be sent to you by e-mail when approved.

    AGPO approved enterprises are listed on the AGPO site. You can verify if your company has been listed using Verify business link on the AGPO site.

    But with all this done, where is the business? Is this it? That’s your assignment. I have done mine.

    The question which still remains unanswered is, why has AGPO not recorded any statistics with the PPIP to indicate the number of tenders awarded to youth, women, and people with disabilities?

  • Two Ways To Upload A New WordPress Theme

    There are two sure ways to upload a theme to WordPress for use on your blog or website. In this weeks Freelancing tip, I will show you two ways to upload a WordPress theme to your webhosting control panel in order customize it to suite your needs.

    Two Ways to Upload a WordPress Theme

    Its always important to know different ways to upload a WordPress theme incase one of them fails to work. This way, you will be able to pinpoint and troubleshoot any errors. e.g missing stylesheet.

    Upload Theme Directly from Your WordPress Dashboard

    This is a very common way that you might be well versed with. On your WordPress dashboard, hover your mouse to Appearance and select Themes.

    Select Appearance>Themes

    Select Add New>Upload Theme>Choose File. Choose the zipped theme file on your computer to start uploading.

    Select Add New>Upload Theme>Choose File.

    Via Your Hosting Control Panel Panel

    Sometimes uploading a theme via the WordPress dashboard fails to work. I have experienced this a couple times when trying to upload a theme purchased from theme forest. If you encounter the same issue like I did, then try uploading the theme via the webhost cPanel.

    To do this, login to your hosting account. On your hosting account cPanel dashboard, select File Manager.

    Select File manager from your hosting cPanel Dashboard.

    On the new window. Select the domain you want to upload the theme on your left. Your domain folder will expand. Select public_html>wp-content>themes.

    Select domain>wp-content>themes

    Using the icons on top (which varies depending on your hosting provider), click upload files. Select the theme you want to install and click upload.

    Click Upload.

    When done uploading, select the uploaded folder and click extract the files.

    Go back to your WordPress themes page and you will see the new theme display. From there you can start customizing it to suite your needs.

    Owing to several applications received by the tendering companies every day, new requirements are added in to beef up security and eliminate the many applications.

    Here is one tender document for provision of Production of Video documentary that had this requirement mandatory. It was turn off for me.

    It will cost Ksh.1000 to have your company documents stamped by an advocate. Secondly, the whole procedure of getting the documents stamped will not be done online.

    Most young entrepreneurs in the videography and photography category are very creative and can mobilize resources to produce a quality documentary. However, they will he locked out because they cannot afford to pay a commissioner of oaths.

    Procuring entities should have a leeway for youths and people with disabilities when it comes to some of the mandatory requirements.

    This is because none is assured of getting the tender even after paying the price to get the documents stamped and signed.

    Provide Evidence of Stable Internet Bandwidth

    With good fiber optic infrastructure in place across Kenya, anyone can get high speed internet installed and connected to them in the shortest time possible.

    Internet speed

    Requiring a company to provide evidence of stable internet connection should not be mandatory. Even if at the time of submitting the tender, the Tenderer is using low speed internet, they can quickly upgrade if they are awarded the tender.

    In my opinion, this is unnecessary unless the tendering company is focused on hiring a very established supplier.

    Provide Evidence of Insurance Cover

    This includes; Indemnity against risk or Workman Injuries Benefit Cover (WIBA). Insurance is good especially in a workplace.

    But imagine this scenario; an entrepreneur has taken an insurance cover for a whole year and never got any tender awarded to them. Do you think he/she will renew it again? Hell no.

    I am referring here to the less established businesses. They will first look for contracts. And once they have an ongoing contract in place, they will then consider paying for an insurance cover.

    Practically, this requirement should come after one has been awarded the contract. Simple.

    This way, the tenderer will have no excuse when it comes to insurance cover. And that is it from me here.

    How to negotiate for a good pay

    If you want to get well paid for offering freelance services on contract, then you need to be a good negotiator. When negotiating for a contract, its good to have a long term perspective in mind.

    In this blogpost, I will share with you my freelance contract negotiation approach. This formula has helped me to steadily raise my hourly rate from $20/hour to $125/hour. Its important to note that the hourly above is determined by many factors.

    Key among them is value, competition, communication, reliability and guaranteed satisfaction.

    So how can one confidently negotiate a contract and win?

    Step 1; Set your Basic rate First

    Set Your Freelance Hourly Rate

    This is the starting point for new Freelancers. For me it was $20/hour. If the client requested me to give them a fixed rate, then it was $20 per min of video. When you are clear on the rates you charge, then, the client will show more interest in working with you.

    From here, the client will start asking you questions like, what does your cost cover? Base your answer on the clients original requirement. e.g Video editing. You may then start by saying it will cover video editing and 3 rounds of revisions.

    If you notice that the client is happy to pay $20/hour for video editing, think of charging them for any other request they make on top of video editing. e.g Adding background music. To begin, ask them if they are able to supply background music of their choice. Always have in handy a place you can refer them to get the music incase they don’t know.

    Once you are able to convince a few clients that your rates are purely for video editing, then now, you are ready to move on to the next step.

    Step 2; Introduce a New item To Top Up Your Original Offer

    If you are asked to breakdown your cost, will you be able to do so? That’s the importance of pricing each item in a project.

    For example, in video production, you need many components in order to put together a video. Among the components is the source video to be edited, script, voice over(if needed), background music and animated graphics.

    Price each item in the list. From there, you can have different prices with different combinations. e.g

    Video editing – $20/Min

    Scripting and video editing -$35/min

    You see the trick? That’s how negotiation goes. Additional components doesn’t have to be done by you. You can hire a script writer and negotiate a rate per number of words. e.g $3/100 words.

    Step 3; Target Clients Willing To Pay Per Hour

    Practically, you will make more money when you get paid on a hourly basis than when you are paid on a fixed price. This is because you will be paid for the time spent working on a given project.

    For example, if a clients wants a 1 minute video edited. They will pay you $20 fixed. If they pay you on hourly rate, then you can negotiate. In this case, it will be unrealistic to tell a client that it will take 1 hour to edit a video unless its just cutting out unwanted sections.

    So it will make sense to propose 3-5 hours and see how the client reacts. In many occasions, the client will offer to pay you for 5 hours max. This means you will be paid 5x the fixed amount.

    Step 4; Listen to Clients Feedback And Use it For Profits

    In video production, before you work with some clients, they will ask if you provide scripting, animation or voice over if needed in the video. Such clients are good and love to get a whole package from one producer.

    Its ok if you don’t provide. But ask yourself, can I find someone to do this and make profit out of it? You don’t have to do everything yourself. You can find other skilled freelancers to help you out.

    When you find one, add a profit margin on their charges when giving a quote to your client.

    Step 5; Review Your Rates Every 3 Months

    Deliver quality work and get stunning 5 star reviews. From there, review your hourly rates. You can increase it by $5 every 3 Months. In a year, you rates will have doubled. Base your rates on your expertise and experience.

    Step 6; Capitalize on Timelines

    Some clients are willing to pay more for fast delivery and guaranteed satisfaction. When setting your rates, let the client know how long they will wait for the video to be delivered. e.g $20/Min and 2 days delivery. Then add an extra of say $5 for delivery within 1 day.

    Have data to back yourself up when negotiating. Use the data to demand for a good pay.

  • How to Check if a KRA Pin or Tax Compliance is Valid

    With technology now part of our life’s, anything can happen. The probability of someone using your Tax PIN or Tax Compliance Certificate to carry out unscrupulous business activities is very high.

    That’s why it is important for hiring managers and tendering companies to check validity of the Tax documents submitted by the applicants.

    Doing this will protect them and PIN holders from the consequences of identity theft.

    Statistics on Identity Theft

    The figures released last year (2020) by the US Federal Trade Commission (FTC), a consumer protection agency, show that identity theft reports were more than triple the number from 2018. Cases reached 1.38 Million in 2020 compared to 444,344 in 2018.

    This is 2,920 percent annual hike in the number of identity theft cases. The victims said their information was used to apply or receive government benefits such as unemployment compensation, obtain driver’s licenses, passports and other government-issued documents.

    The disturbing trend likely stemmed from the trillions of federal dollars unleashed in COVID-19 relief.

    According to Kenya Market Analytics report released by Transunion; an American consumer credit reporting agency in 2020, Fraud is an ongoing and increasing concern. Annual losses from identity theft and loan stacking amount to approximately KES 13.3 billion.
